Your team

You will be part of the Financials team in the Market Infrastructure Support Division in the Directorate General Market Infrastructure and Payments (MIP). Our Directorate General has approximately 200 staff managing all issues related to Eurosystem market infrastructures, platforms, applications and associated services in the fields of cash settlement, securities settlement and collateral management (such as TARGET2, T2S, TIPS as well as, in the future, ECMS). We are currently working on consolidating our two major services/market infrastructures (TARGET2 and T2S) as well as exploring new and innovative avenues, both from a business and a technological perspective. 

In your role as Market Infrastructure Expert (Financial Analysis), you will be part of the Financials team of five members of staff responsible for contributing to and shaping the planning, development and implementation of accounting, financing, billing and pricing for all projects and services of DG/MIP. You will work closely with the other Divisions within DG/MIP and with the national central banks of the Eurosystem.

Your role

As a Market Infrastructure Expert (Financial Analysis) you will:
  • provide financial analysis relevant to the management of market infrastructures, platforms, applications and related services in the fields of cash settlement, securities settlement and collateral management;
  • analyse functional/technical/operational/legal/regulatory scenarios as well as the business and policy implications of changes in operating systems that may impact the performance of market infrastructures in financial terms;
  • manage the preparation of reports, presentations and policy notes for pricing, costing and financial reporting matters for management and steering bodies and the related communication for internal and external stakeholders;
  • coordinate the preparation of and follow up to the finance-related work of ECB-internal and Eurosystem-wide groups and/or committees (e.g. the Market Infrastructure Board and the Committee on Controlling) in the area;
  • establish and maintain the monitoring and analysis of regular financial flows, participate in the related financial processes, and take action if issues are detected.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in business administration, finance, accounting, auditing, mathematics or another relevant field or a bachelor’s degree in one of the above fields (for details on degree equivalences read more);
  • in addition to the above a minimum of three years of relevant experience in one or more of the following fields: finance, accounting or business administration;
  • professional experience in central banking, in particular in one or more of the following fields: market infrastructures, payments, securities, collateral management, market operations or international financial markets;
  • a track record in performing financial as well as business and functional analysis of market infrastructures, particularly with regard to establishing and maintaining an effective and efficient interface between functional/business and financial requirements and implications;
  • professional experience in translating and presenting complex concepts to various stakeholders and audiences, especially high-level decision making bodies;
  • an advanced working knowledge of MS Office Excel, including programming macros, VBA and pivot tables as well as an advanced knowledge of other MS Office applications, such as Word and PowerPoint;
  • an advanced-level command of English and an intermediate command of at least one other official language of the EU.

Desired: 
  • a sound knowledge of tools and programming languages relevant to financial and IT business analysis, such as VBA/Python and SQL;
  • a sound knowledge of quantitative methods in finance, such as time series modelling, forecasting, and pricing models;
  • experience in analysing and preparing user requirements and functional specifications for IT-based projects;
  • an advanced knowledge of and expertise in enterprise resource planning systems, such as SAP.
