Invitation to a Round table on "Brain Circulation"

In preparation for the Croatian Presidency of the Council of the European Union, the Ministry of Science and Education is organizing a Round table on "Brain Circulation", which will be held on November 27, 2019, at the Ministry premises, starting at 11 a.m. The expected duration of the round table is three hours and will be moderated by the Minister of Science and Education Prof.  Blaženka Divjak, Ph.D.

Brain circulation is one of the priority topics of the Ministry during the Croatian Presidency of the Council of the European Union. Brain circulation is a positive form of mobility involving scientists and researchers moving across different geographical regions, contributing to the diffusion and absorption of new knowledge. In addition to mobility, cross-sectoral mobility, which can significantly contribute to the development and competitiveness of the economy, is an important aspect of brain circulation. But although the circulation of the brain suggests a balanced exchange of highly educated professionals, it is evident that some countries are more likely to experience the effects of "brain drain", while others are able to achieve a "brain inflow". Likewise, differences in the proportion of researchers employed in the business sector are even more accented among the EU Member States.

Brain circulation is a particularly important concept for smaller countries whose economies need to rely on a highly-skilled workforce, crucial to the development of innovative value-added products and services. In order to make Croatian scientific institutions and the labor market more competitive at European and world level, it is necessary to create conditions for increasing international mobility, but also to make additional efforts in retaining existing and attracting foreign experts.

Addressing this topic during the Croatian Presidency aims to stimulate debate and contribute to addressing the negative effects and maximizing the benefits of brain circulation, and achieving uniform mobility and reducing diversity in research systems.

The aim of the Roundtable is to bring together Croatian experts who excel in their research work on the subject, or with their previous work and experience can provide a new perspective on the same. The discussion during the round table will help the Ministry to further develop the topic of brain circulation and substantially help to further represent the priorities of the Presidency.

We, therefore, invite you to a discussion on the topic of brain circulation in order to further elaborate on this important topic within the framework of the EU Council Presidency Program. Please, sign up for the Roundtable on "Brain Circulation" via the following link.
